When the provisional elections results are known, hope restored a balance so fragile – it may be – between a regime of so many years of absolute power and the gathering of people intending to get out of the ruin to reach his unity.

Unity so many times from year to year as well as the promise of a ‘good governance’ (at each annual meeting of donors) regarding the use of the acquired and lavished wealth, and also the participation of citizens in the raising of their homeland, injured, humiliated, but still alive and throwing their last-ditch effort in its recovery beyond any partisan division.

The party of the Government appears to be « aware » since in its letter of October 14, 2013, he appealed to the national and international community (Sahakum cheat noeng antarak cheat) to have the badge effort to “continue the consolidation of the regime of liberal and pluralistic democracy and a State of law and the fight against the division and for reconciliation and national unity, peace, stability and the development of Cambodia”.

Addressed by this invitation footprint of misleading sincerity and fake humility also, we could say:

1. ‘ Parliamentary election aimed at investing the deputies of the National Assembly is a process to establish peace, the concord in the nation;

2. ‘ The party which gets the numerical majority in the Parliament, does either not free of any obligation;

3.’ it must among other charges, respect the minority; as majority and minority are all grown from the same popular will;

4. ‘ it arrogates to itself the right to exclude from the National Assembly a minority that he dislikes, he will commit to the electorate, a contempt against a constitutional body which, however, it wished its existence; It excludes the same time of any claim to run the country;

5. ‘ a Prime Minister who boasts of his 28 year career for promising to replace absent members of Parliament, by people at its convenience, commits an abuse of power and an encroachment of function with respect to the three Institutions of the Constitution powers, if it enforces its promise;

6. ‘ the proven misconduct against the Basic Law of the Kingdom perpetuates without any recognition of the part of the persons concerned, extend in the Parliament and the Government, and consequently, without a pardon of the whole civil society; It is believed that they can renew themselves in the future, without hope of reconciliation in the present nor in a few years and they will be too easy to return custom and lead surely throughout the country to anarchy and the law of the jungle;

7. ‘ it is therefore necessary for the culprits, make amends and promise that they give up forever, these acts unworthy and render the minority to its role as usual critical observation, national construction and necessary complement to solve the problems of the Nation, one and indivisible, so that it can move forward in peace and concord.

Then, reconciliation will be possible, as long as the promise will be held and that the will of the people will be respected.Douc Rasy -LCDHC
